Terms of Use for Regime Files

These Terms govern registration, member access, contributor applications, moderator applications, archive submissions, comments, messages, reports, and use of Regime Files.

Welcome

Regime Files is a public-interest archival platform that preserves and organizes evidence-based information about authoritarian networks, victims, investigations, propaganda, and fake news.

The platform exists to help users examine sources, preserve records, and discuss public-interest material responsibly. It is not a court, law-enforcement body, private investigator, legal adviser, or emergency service.

Acceptance of These Terms

By creating an account, activating an account, signing in, submitting an application, contributing archive material, posting content, sending messages, reporting content, or otherwise using Regime Files, you agree to these Terms.

If you do not agree, do not register, submit applications, contribute content, or use the platform. Contributor and moderator applicants read and accept this same Terms document.

Eligibility

You must be at least 18 years old to use Regime Files. By using the platform, you represent that you are legally able to accept these Terms and comply with applicable laws.

We may refuse, restrict, suspend, or permanently ban access where an account appears unsafe, abusive, fraudulent, unlawful, or incompatible with the platform's purpose.

Registration

Registration requires accurate account information, a valid email address, acceptance of these Terms, and completion of anti-abuse checks such as Cloudflare Turnstile.

You must not register with false, misleading, impersonating, disposable, automated, or abusive account details. Account approval, role progression, and access changes remain subject to platform review.

Account Activation

New accounts may require email activation before access is granted. Pending accounts may be unable to sign in or use member features until activation is complete.

Activation links and recovery flows are provided for account verification and security. We may invalidate, resend, or deny activation where abuse, fraud, or policy concerns are detected.

Account Security

You are responsible for protecting your credentials, devices, browser sessions, and account access. Do not share your account or allow another person to use your role or permissions.

Notify us promptly through support if you suspect unauthorized access, account compromise, or a security vulnerability. Do not exploit, publish, sell, or share vulnerabilities or private data.

User Responsibilities

You are responsible for the content, evidence, comments, messages, reports, applications, files, and other material you submit or transmit through Regime Files.

You must act honestly, preserve uncertainty, respect privacy and safety, avoid harassment or threats, and use the platform only for lawful, public-interest, archival, research, reporting, support, or community purposes.

Platform Purpose

Regime Files organizes records about regime-linked individuals, victims, investigations, and fake news or propaganda. Records may include public sources, submitted evidence, media, comments, location context, and status information.

Publication on Regime Files does not imply criminal conviction, judicial finding, legal liability, or final truth. Records may reflect allegations, public reporting, historical materials, evolving investigations, disputed material, or incomplete evidence.

Public-Interest Mission

The platform is intended to preserve public-interest material, expose authoritarian abuse, document victims, track investigations, and make propaganda or fake news easier to examine.

Users must not treat archive pages, comments, moderation outcomes, or platform labels as legal advice, official findings, or instructions to take action against any person or organization.

Archive Submissions

Submitting archive material does not guarantee publication, approval, preservation, attribution, or role advancement. Staff may review, edit, merge, reject, delay, archive, remove, or request clarification for submissions.

Archive records may be updated as evidence changes. Corrections, disputes, source updates, privacy concerns, legal concerns, and quality review may change visible content without notice.

Evidence

Evidence should be traceable, relevant, and presented with appropriate context. Users must not fabricate, alter, misrepresent, selectively crop, mistranslate, or knowingly submit misleading evidence.

When evidence is uncertain, incomplete, translated, reconstructed, disputed, or based on secondary reporting, that uncertainty must be preserved rather than hidden.

Sources

Users should provide source URLs, publication dates, origin context, archived links, captions, and source notes where practical. External sources may be unavailable, inaccurate, manipulated, removed, or changed over time.

Regime Files may store source metadata and references for archival review, but we do not guarantee that every linked source remains available, complete, accurate, or safe to visit.

Investigations and Disputed Material

Investigations may remain open, partial, contested, or under review. Archive statuses and labels are operational tools, not judicial determinations.

People or organizations mentioned in records, comments, reports, or sources may dispute material. Users may submit corrections, reports, or support requests, but review and action remain at administrator discretion.

User-Generated Content

User-generated content includes comments, replies, reactions, reports, support messages, private messages, profile content, applications, uploaded files, and archive contributions.

You retain ownership of original material you create, subject to the license granted to Regime Files in these Terms. You must have the rights or lawful basis needed to submit any content you provide.

Comments and Reactions

Comments, replies, and reactions are provided for responsible discussion and evidence review. They must not be used for harassment, threats, doxxing, spam, intimidation, propaganda campaigns, or knowingly false allegations.

We may hide, edit, preserve, remove, permanently delete, restrict, or investigate comments and reactions where needed for safety, accuracy, policy enforcement, or legal compliance.

Messages and Support

Messages and support tickets must be used lawfully and respectfully. They may be reviewed, retained, restricted, escalated, or used for moderation, security, support, abuse prevention, or audit purposes.

Do not send threats, harassment, illegal content, malware, credential requests, spam, private data without justification, or material intended to intimidate users, staff, victims, witnesses, or subjects.

Reports and Corrections

Reports help flag inaccurate, abusive, illegal, unsafe, outdated, or policy-violating content. Submitting a report does not guarantee removal, response, correction, account action, or a specific outcome.

Knowingly false reports, coordinated report abuse, retaliation reports, or reports submitted to silence public-interest material may result in restrictions or bans.

Applications

Contributor and moderator applications may request information about identity, location, experience, availability, reasoning, pledges, and optional supporting documents.

Application records may be retained for auditability, safety review, future eligibility, role decisions, and abuse prevention. Submission does not guarantee approval or any role.

Contributor Rules

Contributors must protect archive integrity by separating fact from interpretation, preserving uncertainty, checking sources, respecting privacy, and accepting staff review.

Contributor privileges may start in probation, be limited, be placed under manual review, be removed, or be permanently revoked where quality, security, legal, conduct, or trust concerns arise.

Moderator, Admin, and Owner Rules

Moderators, admins, and owners must use elevated permissions only for authorized platform operations, support, moderation, archive administration, safety, security, and enforcement.

Elevated roles must not misuse private data, leak internal notes, retaliate against users, manipulate records for personal reasons, or bypass permission boundaries.

Acceptable Use

You may use Regime Files for lawful research, archival review, source preservation, account support, reporting, responsible discussion, and authorized contribution or moderation work.

Use must remain compatible with the platform's public-interest mission and must not expose users, staff, witnesses, victims, contributors, or archive subjects to unlawful or unnecessary harm.

Prohibited Conduct

The following conduct is prohibited on or through Regime Files:

  • Illegal content, child sexual abuse material, exploitation, abuse material, or instructions to commit crimes.
  • Malware, credential attacks, phishing, hacking, reverse engineering, vulnerability exploitation, or unauthorized access.
  • Bots, scraping, automation, spam, coordinated abuse, ban evasion, or attempts to overload or disrupt the platform.
  • Harassment, threats, stalking, intimidation, doxxing, impersonation, targeted abuse, or incitement of violence.
  • Knowingly false evidence, fabricated allegations, manipulated sources, forged documents, or misleading translations.
  • Copyright infringement, sanctions evasion, fraud, or misuse of the platform to avoid legal restrictions.
  • Support, recruitment, coordination, promotion, propaganda, or material assistance for terrorist organizations, violent extremist organizations, or organizations fundamentally incompatible with the platform's purpose.

Terrorism and Violent Extremism

Users who use the platform to support, recruit for, coordinate with, promote, or materially assist terrorist organizations, violent extremist organizations, or organizations fundamentally incompatible with the platform's purpose may be permanently banned immediately.

This rule is not limited to any single organization, country, faction, ideology, or example. We may preserve evidence and cooperate with lawful requests where required or appropriate.

Privacy Summary

Regime Files processes account data, session data, language preferences, profile content, support content, messages, reports, application materials, uploaded files, archive contributions, moderation records, and security or network-presence signals needed to operate the platform.

Do not submit private personal data unless you have a lawful basis and a clear public-interest or support reason. A separate privacy policy may provide additional detail in the future.

Third-Party Services

The platform may rely on third-party services for bot protection, storage, email delivery, maps or place data, external link metadata, hosting, networking, and live communications.

Third-party services may process limited technical or operational data according to their own terms and policies. Availability or behavior of those services may affect platform features.

Copyright and Intellectual Property

You must not upload or submit material that infringes copyright, trademarks, privacy rights, publicity rights, contractual duties, or other legal rights.

If you believe material on Regime Files infringes your rights, contact us with enough detail to identify the material, explain your claim, and allow review.

User License to Regime Files

By submitting content, you grant Regime Files a worldwide, non-exclusive, royalty-free license to host, store, reproduce, review, moderate, edit, translate, adapt, display, distribute, archive, remove, and preserve that content as needed to operate, secure, improve, and document the platform.

This license allows archival, moderation, legal, security, support, and public-interest uses. It does not transfer ownership of your original work to Regime Files.

Platform Rights

Regime Files owns or controls the platform interface, design, software, branding, compiled records, workflows, operational systems, and non-user content except where third-party or user rights apply.

You may not copy, clone, scrape, resell, reverse engineer, or misuse the platform or its systems except where expressly allowed by law.

Moderation

Administrators retain broad moderation discretion. We may edit, hide, archive, remove, retain, investigate, restrict, suspend, permanently ban, preserve evidence, or cooperate with lawful requests.

Moderation decisions may consider content, conduct, account history, reports, security signals, role expectations, legal concerns, archive integrity, and user safety.

Restrictions, Suspensions, and Permanent Bans

We may restrict profiles, limit features, suspend accounts, ban accounts, revoke roles, remove access, invalidate sessions, or preserve account evidence where needed.

Permanent bans may be immediate for severe abuse, violent-extremist support, terrorist support, exploitation, malware, credential attacks, threats, doxxing, repeated evasion, fabricated evidence, or serious safety/legal risks.

Appeals

Appeals or review requests may be available through support or restricted-account flows where the platform provides them. Appeals must be factual, concise, and respectful.

Appeals are handled at administrator discretion only. We do not guarantee review, response time, reversal, account restoration, role restoration, or access to internal evidence.

Availability and Changes

Regime Files may change, pause, remove, restrict, or discontinue features, routes, records, roles, services, or access at any time for operational, legal, security, moderation, or product reasons.

We do not guarantee uninterrupted availability, permanent storage, error-free operation, complete data recovery, or compatibility with every browser, device, network, or third-party service.

Disclaimer

Regime Files is provided on an as-is and as-available basis. Archive content may be incomplete, disputed, outdated, translated, user-submitted, source-dependent, or under investigation.

We disclaim warranties to the maximum extent permitted by law, including warranties of accuracy, completeness, fitness for a particular purpose, non-infringement, availability, and reliability.

Limitation of Liability

To the maximum extent permitted by law, Regime Files and its operators are not liable for indirect, incidental, consequential, special, punitive, exemplary, or lost-profit damages arising from use of the platform.

Users remain responsible for how they interpret, submit, share, rely on, or act upon content. Do not use Regime Files as a substitute for legal, safety, investigative, medical, financial, or professional advice.

Indemnity

You agree to defend, indemnify, and hold harmless Regime Files and its operators from claims, losses, liabilities, damages, costs, and expenses arising from your content, conduct, account use, submissions, violations of these Terms, or violations of law or third-party rights.

Governing Law and Jurisdiction

These Terms are governed by the laws of New South Wales, Australia.

To the maximum extent permitted by applicable law, disputes relating to these Terms or the use of Regime Files will be subject to the courts and tribunals of New South Wales, Australia.

Nothing in these Terms excludes any right or remedy that cannot lawfully be excluded.
